As asked I’l provide an explanation.
In part 1, Dream tries killing his past self. In this part his past self disappears and is replaced by an even younger version of himself, particularly when he was a child. Dream shuts down and is relieving his memories as a child, and he puts away the axe as he remembers how hard it was to survive back then and can’t bring himself to kill his younger self as it would’ve washed all his achievements down the drain. By achievements I mean the fact that he survived alone at that age for as long as he did.
