President of Ukraine Volodymyr Zelenskiy said that the country is striving to keep the transition of Russian gas to Europe through their territory to avoid financial losses, during EU-Ukraine Summit in Kiev on Tuesday.
Three agreements were signed at the EU-Ukraine summit: on a common aviation space between Ukraine and the European Union, on Ukraine's accession to the Horizon Europe research and innovation programme, and on accession to the Creative Europe programme.
SOT, Volodymyr Zelenskiy, President of Ukraine (Ukrainian): "We can't wait, while our neighbour is threatening us with shutting down or reducing the gas flow. We must be really energy-independent. And it's not only about electricity. We talked today about nuclear power, which, indeed, we will be expanding. We have excellent contracts, which we brought after our meeting with President Biden's administration, contracts, and agreements with Westinghouse because the energy independence of the state of Ukraine is very important. But in any case, it is important for us to preserve the transit of gas through our territory, because no one wants to lose two billion dollars, so we are turning in different directions because of this insecurity. We discussed today the possibility of using the third energy package in relation to Nord Stream-2 and the special sanctions policy on Nord Stream-2. This is not a discussion for one hour, not for one day."
SOT, Ursula von der Leyen, European Commission President: "I understand Ukraine's concerns about gas supplies, given the much smaller gas supplies from Gazprom. This is not an issue for this winter, but also for winters to come, and therefore the Commission together with Ukrainian experts is exploring right now different scenarios to secure sufficient supplies for Ukraine. We will have a lot of work closely with Ukraine in order to increase gas supply capacity coming from member states of the European Union. And this also includes the option of working on an arrangement to reverse the flow of an additional gas part line from Slovakia. And we’re exploring together the possibilities of common storage. Where there is a lot of room to [UNCLEAR] for us, room for exploring the very beneficial cooperation. In addition, as I have repeatedly stressed. The 2019 gas directive, the third energy package fully applies to Nord Stream-2, for the commission that is clear, as that Ukraine remains and must remain a reliable transit country. And the other topics, we have been discussing, for example, that Ukraine can also do things to improve its situation and its energy independence. As the best energy is the energy you do not use, energy efficiency is the game-changer, we have been discussing."
SOT, Volodymyr Zelenskiy, President of Ukraine (Ukrainian): "We very much expect that leaders of the EU and member states are bold and far-sighted in their vision of Ukraine as an integral part of the European space. Giving a European perspective to Ukraine, which shares common values with the EU, in line with Article 49 of the Treaty on EU, is a logical and expected step. Ukraine will work persistently with all partners and EU states to achieve this goal."
SOT, Charles Michel, President of the European Council (French): "This horror, this tragedy, this duty of memory, this has to be for the decision makers, for citizens, an opportunity to not forget. It's also an opportunity to measure that the fundamental values of freedom, personal dignity, democracy, of rule of law, must be at the heart of our commitment, and it is our common history. That is the link that must unite the European family, that is the link that must bring us, as we did this morning by working together, to accelerate the Ukraine-European Union rapprochement by being concrete and operational. This has been the case, because, through protocol accords signatures, there is the strengthening of connection capacities between Ukrainian and European citizens, an aerial space which is more unified, cooperation in the sector of customs, capacity for our students, Erasmus students, to be able to meet, exchange and learn in a more common framework."
