Former foreign minister Alexander Downer says it “boils down” to China and whether it will join the rest of the world on climate action.
“The Chinese are demanding that they be subsidised, which is pretty preposterous really," Mr Downer told Sky News host Chris Kenny.
“If everybody has to bear some pain, you’d expect China to bear its fair share of that pain, not load the burden onto countries like Australia.
“So, in that sense, I think the outcome will focus very much on that issue.”
